Section 8 in San Jose: SCCHA Status and How to Apply

Section 8 Housing Choice Vouchers in San Jose are administered by the Santa Clara County Housing Authority (SCCHA), which is one of the largest PHAs in California with roughly 12,600 vouchers in service. Current status (checked September 9, 2026):

• SCCHA's interest lists are open all the time — the formal waiting list is a different thing. SCCHA's own words: "our new online interest lists are open 24 hours a day, 7 days a week," and separately, "The waiting list has not been opened since 2006. In the meantime you can get on the interest lists." So there is no opening event to wait for: register on the interest lists at scchousingauthority.org whenever you are ready
• Two things that decide whether your registration survives. SCCHA: "To stay active, you need to log into the Applicant Portal at least once a year." And when assistance becomes available, "applicants will be chosen randomly and added to the waiting list" — but SCCHA will "first offer assistance to those applicants who are still on the 2006 waiting list before selecting applicants from the new interest lists." There is no fee: "There is no cost to register on the Housing Authority's interest lists"
• Project-Based Vouchers (PBV) — apply directly to specific properties; some PBV lists are open even when the HCV list is closed
• Special Programs: HUD-VASH for veterans, Mainstream vouchers for non-elderly people with disabilities — separate referral processes through community partners

The COVID-era state Housing Is Key portal (CA ERAP) closed long ago — all federal funds are spent. The current paths in San Jose are the named programs above, plus city-funded Emergency Solutions Grants (ESG) that flow through nonprofit partners. Tenant Rights in San Jose & California
